The Public Building Authority (AEP) is a Public Corporation created by Law No. 56 of June 19, 1958, as amended. The Authority is entrusted with meeting the needs of design, construction, remodeling, improvements, operation and maintenance of the structures needed by the agencies, corporations and instruments of the Commonwealth of Puerto Rico to offer its services. Among the facilities that the Authority designs, builds and preserves are: schools, hospitals, facilities for the police, prisons, fire stations and government centers, among others. In addition, the Authority provides property leasing services and new spaces for server storage (Data Center).

Assistance to developers

It is the granting of subsidies and/or loans to developers to promote the construction of affordable housing through projects of new construction and/or rehabilitation of existing properties in San Juan. Once the project is completed, the developer transfers the subsidy to the housing units, which allows a reduction in the sale price. The difference between the original sale price and the amount of the mortgage results in the subsidy granted to the participant.

Community organizations for housing development

Community Housing Development Organization (CHDO)

The CHDO is a private, non-profit community-based organization, which was created with the purpose of developing, acquiring or sponsoring social, decent, safe and sanitary housing for low-income individuals or families in the community in which it provides its services.

The federal regulations of the HOME Program provide that at least 15% of the annual allocation of funds are reserved for such organizations. Within the qualification criteria of the CHDO are specific aspects, such as legal status, organizational structure and capacity and experience in housing development.
