Overview

The Coronavirus Aid, Relief and Economic Security (CARES) Act has appropriated $5 billion in Community Development Block Grant-Coronavirus (CDBG-CV) funding nationwide to assist low-income families and most vulnerable citizens. The United States Department of Housing and Urban Development (HUD) has allocated $3 billion of the $5 billion appropriated by Congress.

Florida's Allocation - $285.6 million

  • State Administered - $100 million:

    • $63.1 million to the state to administer in entitlement and non-entitlement communities.
    • $36.9 million to the state to administer in non-entitlement communities (Small Cities Community Development Block Grant Program).
  • Local Government Administered - $185.6 million:

    • HUD provided $185.6 million directly to entitlement communities (will not go through the state program).

Substantial Amendment to the State of Florida’s Federal Fiscal Year 2019 Annual Action Plan to Include CDBG-CV Round 3 Funding

The Florida Department of Economic Opportunity (DEO) is requesting public comments on its Substantial Amendment to the State of Florida's Federal Fiscal Year (FFY) 2019 Action Plan to HUD to include $20.2 million in CDBG-CV funding.

The Substantial Amendment to the State of Florida's FFY 2019 Action Plan to include CDBG-CV Round 3 funding will be available for public review and comment prior to submission of the plan to HUD. The 5-day comment period will begin on Monday, November 16, 2020 and will end on Friday, November 20, 2020. The draft of the substantial amendment is available below:

DEO Method of Distribution:

Funding formula that will determine the maximum amount of funds that can be applied for by each individual entitlement community or the non-entitlement communities as a whole.

Entitlement Community Program:

  • Eligible applicants will include entitlement communities that will be encouraged to coordinate with local governments within their program.
  • Based on a needs and capacity review application process, funds will be awarded up to the amount of the entitlement community’s allocation for eligible activities approved by DEO.

Small Cities (Non-Entitlement) Community Program:

  • Competitive application process for eligible non-entitlement communities.

  • The Non-Entitlement Community Program will be funded through:

    • (1) the CDBG-CV Round One allocation ($16.7 million)
    • (2) the CDBG-CV Round Two allocation based on the formula distribution;
    • (3) the CDBG-CV Round Three allocation ($20.2 million)
    • (4) supplemented with additional funds, based on need, available through the Small Cities CDBG program.

CDBG-CV Funding Timeline

  • On November 16, 2020, DEO opened an additional public comment period for the Substantial Amendment to the State of Florida's Action Plan to incorporate $20.2 million in Round 3 CDBG-CV funds.
  • On September 11, 2020, HUD allocated $2 billion nationwide using a funding formula prioritizing risk of transmission of coronavirus, number of coronavirus cases compared to the national average, and economic and housing market disruptions resulting from coronavirus.
  • On August 31, DEO submitted a substantial amendment to the state’s action plan to include $79.8 million Coronavirus funding as required by HUD to receive a grant agreement.
  • On July 21, 2020, DEO opened the public comment period for the Substantial Amendment to the State of Florida’s Action Plan to incorporate CDBG-CV funds.
  • On May 11, 2020, HUD allocated $1 billion nationwide directly to the states using a funding formula that considered factors such as public health, transmission risk, number of cases compared with national average, economic and housing market disruptions, and other factors determined by the HUD secretary.
  • On April 21, 2020, HUD allocated $2 billion nationwide using the Fiscal Year 2020 funding formula.
  • On April 2, 2020, HUD announced that it will make available $3 billion of the $5 billion appropriated by Congress.
